Here’s the way it operates: when detecting a 2G or some other slow connection, Google will automatically serve a stripped down version on the website that this user requests. This process is known as “transcoding” and happens instantly, without requiring any modification in the website’s behalf.
The approach resembles a tad what Opera Mini does which consists of data compression service. But Google goes deeper by optimizing services and stripping off non-essential content. Ads are removed, though Google will preserve ads from the own AdSense and many other networks.
Not every website is usually transcoded; large sites, like video sites, any web site that uses cookies, and any web site that is “technically challenging” are excluded.
Webmasters can opt out on the program, and users can select a link at the top on the page to discover the regular version.
